Afgelopen dinsdag 8 november 2016 heeft de Eerste Kamer gestemd over het initiatief wetsvoorstel Normalisering rechtspositie ambtenaren. Het wetsvoorstel is aangenomen: de leden van de fracties van de VVD, het CDA, 50PLUS, D66 en de PVV hebben voor het wetsvoorstel gestemd. De leden van de fracties van de SGP, de ChristenUnie, de PvdA, GroenLinks, de PvdD, de OSF en de SP stemden tegen. Het aannemen van het wetsvoorstel vormt belangrijkste stap: een deel van de ambtenaren zal in de toekomst een werknemer in de zin van het Burgerlijk Wetboek worden. In dit White Paper worden de op handen zijnde wijzigingen en de impact voor de medezeggenschap behandeld. Later zal een en ander in een boekwerk nader worden uitgewerkt.
